International Standards for Phytosanitary Measures No. 15 (ISPM 15) developed by the International Plant Protection Convention (IPPC) that directly addresses the need to treat wood materials of a thickness greater than 6mm, used to ship products between countries. Its main purpose is to prevent the international transport and spread of disease and insects that could negatively affect plants or ecosystems. Wood originating from living or dead trees may be infested by pests. Wood packaging material is frequently made of raw wood that may not have undergone sufficient processing or treatment to remove or kill pests and therefore remains a pathway for the introduction and spread of quarantine pests. ISPM 15 affects all wood packaging materials requiring that they be debarked and then heat treated or fumigated and stamped or branded with a mark of compliance. This mark of compliance is colloquially known as the “wheat stamp.” Products exempt from the ISPM 15 are made from alternative material, like paper, plastic or wood panel products.

Why we promote Heat Treatment for Wood Packaing Material (WPM)
Heat treatment is the only method for two reasons. First, the U.S. EPA is strongly advocating that the chemical methyl bromide be phased out of use due to its toxicity and its alleged effects of contributing to the Ozone level depletion problem. Secondly, the use of this chemical creates the potential for legal liability both for you, the shipper and us, the manufacturer as well as creating intolerable health risks for our employees and all humans who come in contact during the loading, shipping and unloading operation. Heat treatment is safe and effective and has no legal implications. So your shipments will not be delayed at international ports due to ISPM 15 concerns.
ISPM 15 applies to coniferous softwood and non-coniferous hardwood used as raw wood packaging material. The standard does not apply to wood packaging made wholly of manufactured wood-based products such as plywood and veneer, reconstituted wood products (particle board, chipboard, presswood, oriented strand board, high density fiber board, and medium density fiber board) or products created using glue, heat and pressure or a combination thereof.
